The overall rights situation in Bangladesh was alarming last year despite some positive steps undertaken to establish and ensure public rights, states a report published by Ain O Salish Kendra (ASK).

Enforced disappearances, extrajudicial killings and arbitrary exercise of power by the state institutions continued along with communal violence, gender-based violence and violation of workers' rights, says the summary report.

Sultana Kamal, executive director of the rights organisation, presented the report styled “Human Rights Situation in Bangladesh 2012” at a press conference at Dhaka Reporters' Unity yesterday.

The report highlights a distressing trend of communal violence in 2012. In addition to destruction of Buddhist temples, monasteries and houses in Ramu, Ukhiya and Teknaf in September, there were attacks on the Ahmadiyya community in Rangpur and Hindus in Kaliganj, Chirirbandar in Dinajpur, Sitakunda and Patiya in Chittagong, Jhenidah and Bagerhat.

“Most of these [incidents of violence] were fuelled by religious fundamentalists and political parties,” argues ASK.

The report says 56 people “disappeared” last year, of whom four were found dead and 38 are still missing. “Like the previous years, families of the victims alleged the involvement of law-enforcement agencies, especially the Rapid Action Battalion, in most cases,” says the report.

The law-enforcement agencies were responsible for extrajudicial killings of 91 people, in addition to illegal torture and harassment of countless others, it adds.

As many as 319 cases of deaths and torture by Border Security Force were reported last year against 155 such incidents in 2011. Last year 48 people were murdered, 106 injured and 140 abducted by BSF.

In 2012, five journalists were murdered and at least 442 were subjected to harassment and assaults. The number of journalists facing harassment or assault was 306 in 2011.

The ASK report shows rape of 1,149 women was reported in 2012. Besides, 538 women were subjected to dowry-related violence. Of them, 263 women were murdered and 19 committed suicide.

As many as 250 women were reported to have been subjected to “eve-teasing” and harassment.

Eighty-four people died and 10,525 were injured in political conflicts. Crimes by student cadres of powerful political parties on different campuses and on the streets were particularly troubling, observes the report.

Attempts by the government to suppress dissent were notable last year, with mass arrests, police violence against protesters and declaration of section 144 as many as 165 times.

The most disturbing event concerning workers' rights took place at garment factory Tazreen Fashions. A devastating fire at Tazreen Fashions in Savar claimed the lives of 112 workers on November 24.

Although a government-formed investigation committee held the owner and officials responsible, no arrests were made.

Sultana Kamal said people had high expectations from the government when they had voted it to power, but it has failed to deliver.

Bangladesh Mahila Parishad also published a year-end report saying 5,616 incidents of gender-based violence occurred with 900 murders of women and children, 435 suicides and 157 gang-rapes.

Bangladesh Human Rights Commission furnished a survey report asserting 4,520 people were killed in 2012.

Citizen's Initiative and Bangladesh Manabadhikar Bastabayan Sangstha also published similar reports yesterday.

রামু ট্র্যাজেডির আজ তিন মাস পূর্ণ হলেও হামলার নির্দেশদাতাদের এখনও গ্রেফতার করতে পারেনি পুলিশ। স্বরাষ্ট্র মন্ত্রণালয়ের গঠিত তদন্ত কমিটি এ ঘটনায় নাইক্ষ্যংছড়ির জামায়াত সমর্থিত উপজেলা চেয়ারম্যান তোফায়েল আহমেদকে অন্যতম ইন্ধনদাতা হিসেবে চিহ্নিত করলেও এখন পর্যন্ত তার টিকিটিও ছুঁতে পারেনি পুলিশ। বরং প্রশাসনের কর্তাব্যক্তিদের সামনেই ১৬ ডিসেম্বর বিজয় দিবসে সালাম গ্রহণ করেন জামায়াতের এই নেতা! পলাতক আসামির এভাবে সালাম গ্রহণের ঘটনায় চাঞ্চল্য সৃষ্টি হলে পুলিশ ও গোয়েন্দারা তার বাড়িতে অভিযান চালায়। কিন্তু পুলিশকে বোকা বানিয়ে 'পলাতকই' থাকেন এই জামায়াত নেতা! শুধু তোফায়েল নন; স্মরণকালের এই জঘন্যতম ঘটনায় পুলিশ গ্রেফতার করতে পারেনি নেপথ্যে থাকা কোনো গডফাদারকেই। গত ২৮ ও ২৯ সেপ্টেম্বর 
রামু, টেকনাফ, উখিয়া ও চট্টগ্রামের পটিয়ায় অন্তত ৩০টি বৌদ্ধপল্লীতে ভাংচুর, লুটপাট ও অগি্নসংযোগ করা হলেও মামলার এজাহারে থাকা অর্ধেক আসামিকে এখনও গ্রেফতার করতে পারেনি পুলিশ। কক্সবাজারের ঘটনায় ১৭টি মামলা দায়ের হলেও এখন পর্যন্ত কোনো মামলারই চার্জশিট দিতে পারেনি পুলিশ। নেপথ্য নায়করা অন্তরালে থাকলেও পুলিশ এসব ঘটনায় এখন পর্যন্ত ৪২৭ জনকে আটক করেছে। তবে আটক ব্যক্তিদের বেশিরভাগই সন্দেহভাজন! আবার তদন্ত কমিটি তাদের রিপোর্টে স্থানীয় প্রশাসনের দায়িত্বহীনতার কথা উল্লেখ করলেও এখন পর্যন্ত শাস্তি নিশ্চিত হয়নি কারোরই। আইওয়াশ হিসেবে তৎকালীন জেলা প্রশাসক, পুলিশ সুপার, রামু থানার ওসি ও নাইক্ষ্যংছড়ির ওসিকে প্রত্যাহার করা হয়। 
এ প্রসঙ্গে শিল্পমন্ত্রী দিলীপ বড়ূয়া বলেন, 'কক্সবাজার ও রামুর ঘটনায় দায়ী ব্যক্তিদের দৃষ্টান্তমূলক শাস্তি নিশ্চিত করা না গেলে ভবিষ্যতে এ ঘটনার পুনরাবৃত্তি হবে। সরকারকে অবশ্যই বাস্তবায়ন করতে হবে তদন্ত কমিটির সুপারিশ। গ্রেফতার করতে হবে নেপথ্যের সব ইন্ধনদাতাকেও।' 
চট্টগ্রামের অতিরিক্ত বিভাগীয় কমিশনার নুরুল ইসলামের নেতৃত্বাধীন তদন্ত কমিটি ঘটনার সঙ্গে সরাসরি সম্পৃক্ত ২০৫ ব্যক্তির নাম-ঠিকানা উল্লেখ করেছে তাদের রিপোর্টে। 
তালিকা দেওয়ার পরও গ্রেফতার হয়নি অনেকে : রামু পুলিশ এখন পর্যন্ত এজাহারে উলি্লখিত ৭৮ ও তদন্তে সন্দেহভাজন ৭১ আসামিকে গ্রেফতার করেছে। অথচ সরকারি তদন্ত দল ২০৫ জনের নাম উল্লেখ করে রিপোর্ট দেয়। আবার বৌদ্ধ সমিতিও রামুতে হামলা-ভাংচুর-অগি্নসংযোগের সঙ্গে জড়িত কয়েকজনের নাম উল্লেখ করে পুলিশের কাছে লিখিত অভিযোগ দেয়। এ তালিকার অনেকে এখনও গ্রেফতার হয়নি। এ তালিকায় নাম রয়েছে রাহামত উল্লাহ, আবদুল কাদের, জাফর আলম, আবদুছ ছালাম, সৈয়দ আলম, মৌলভী নুরুল ইসলাম, আবদুল্লাহ, সেয়াফত আলী, হেলাল, ফজল, ওয়াদুল, সাদ্দাম হোসেন, রমজান আলী, ওসমান গণি, মোজাফ্ফর আহমদ, মৌলভী শফিক আহাম্মদ, হাফেজ হাবিবুল্লাহ, মেহেদী, মোহাম্মদ হানিফ, আবুল কাশেম, মৌলভী ও হাফেজ আহমদ, রশিদ আহাম্মদ, মহিউদ্দিন, মৌলভী আবদুল রশিদ, আবুল ছৈয়দ, হানিফ, ছবি্বর আহমদ, বদিউল আলম, আমিনুর কবির, শফিউল কবির, সরওয়ার আলম, আবুল কাশেম, আবদুল মাসুদ, দেলোয়ার হোসেন, জহির আহমদ, দিদারুল আলম দিদার, আজিজ, জহির আহম্মদ, গিয়াসউদ্দিন, মিজান মেম্বার, সাফী, নুরুল উল্লাহ ও ইলিয়াসের।
কক্সবাজারের পুলিশ সুপার মোহাম্মদ আজাদ মিয়া বলেন, 'ইন্ধনদাতাদের গ্রেফতার করতে চেষ্টা চালিয়ে যাচ্ছি আমরা। ৮ নভেম্বর আমি নতুন এ কর্মস্থলে যোগদান করার আগে আটকের সংখ্যা ছিল ২৯৮। এখন আটকের সংখ্যা ৪২৭। তখন ১৬৪ ধারায় জবানবন্দি দিয়েছিল ৭ জন। এখন সেই সংখ্যা ২১। এই অগ্রগতি অব্যাহত থাকলে আশা করছি শিগগির এসব মামলার চার্জশিটও দিতে পারব আমরা।'

বেরিয়ে আসছে আদি সভ্যতার নিদর্শন

বুদ্ধের যুগল মূর্তির সন্ধান মিলেছে ছবি: প্রথম আলো

          একসময় বটো রাজার বাড়ি হিসেবে এলাকার মানুষের কাছে পরিচিত ছিল জগদ্দল বৌদ্ধবিহার। প্রত্নতত্ত্ব অধিদপ্তরের তত্ত্বাবধানে খনন করে নওগাঁর ধামইরহাট উপজেলার জগদ্দলের সেই মাটির ঢিবির নিচ থেকে বেরিয়ে আসছে একের পর এক আদি সভ্যতার নিদর্শন।
(The area was once known as the home of the king Bato Jagaddala Bauddhabihara. Archeology dig under the supervision of the Department of Naogaon dhamairahata jagaddalera the soil pile is coming out from the bottom of one of the original patterns of civilization).
The Jagaddala Bauddha Bihar located within a large region Dhamaraihat Naogaon Sadar Upazila from the eight kilometers north-east Borendro place. After mining the dhyani (meditator)  findout and matched pairs of the Gautama Buddha Statues.

১২টি কক্ষ পূর্ণাঙ্গভাবে উন্মোচন করা হয়েছে। কক্ষগুলো ধর্মীয় শিক্ষাপ্রতিষ্ঠান হিসেবে ব্যবহূত হতো

জগদ্দল বৌদ্ধবিহারের ঢিবি খননের পর ১৬ ফুট দীর্ঘ এমন গ্রানাইট পাথরের স্তম্ভও বেরিয়ে এসেছে

এমনি নকশাদার সাত-আটটি কালো পাথরের সন্ধান মিলেছে।
এটি দরজার চৌকাঠের অংশ ছিল বলে ধারণা করছেন প্রত্নতাত্ত্ব্বিকেরা

         ধামইরহাট উপজেলা সদর থেকে আট কিলোমিটার উত্তর-পূর্বে বরেন্দ্র অঞ্চলের বিশাল এলাকাজুড়ে জগদ্দল বৌদ্ধবিহারের অবস্থান। ১ ডিসেম্বর থেকে ওই বিহারে প্রত্নতত্ত্ব বিভাগের ছয়জন প্রশিক্ষিত শ্রমিক ও কর্মকর্তার তত্ত্বাবধানে স্থানীয় ৩০-৩৫ জন শ্রমিক খননকাজ শুরু করেন। ইতিমধ্যে পাওয়া গেছে ধ্যানী বুদ্ধমূর্তি, বিভিন্ন প্রাচীন মূর্তি ও বিশাল আকারের কালো প্রাচীন পাথর। গ্রানাইট পাথরের নির্মিত ১৬ ফিট স্তম্ভ। লিনটনে অলংকৃত (পাথরের বড় স্তম্ভে লাগানো বুদ্ধমূর্তি) বুদ্ধের মূর্তি। পাওয়া গেছে বিভিন্ন ধরনের মৃৎ পাত্রের ভগ্নাংশ। এসব সংরক্ষণ করে রাখছেন সংশ্লিষ্ট কর্মকর্তারা।

জগদ্দল বৌদ্ধবিহারে বৌদ্ধদের ছোট ২৮টি কক্ষ রয়েছে। ইতিমধ্যে ১২টি কক্ষ পূর্ণাঙ্গভাবে উন্মোচন করা হয়েছে। ধারণা করা হচ্ছে, এই কক্ষগুলো ধর্মীয় শিক্ষাপ্রতিষ্ঠান হিসেবে ব্যবহূত হতো। সেখানে পূজা-অর্চনা করার বেদিও আবিষ্কৃত হয়েছে। বৌদ্ধরা কীভাবে বসবাস করত বা পানীয় জলের কী ব্যবস্থা ছিল, সে বিষয়গুলো আবিষ্কৃত বা উদ্ঘাটিত হতে পারে বলে প্রত্নতত্ত্ব অধিদপ্তরের দায়িত্বপ্রাপ্ত কর্মকর্তা ও পাহাড়পুর বৌদ্ধবিহারের কাস্টডিয়ান মাহবুব-উল-আলম জানিয়েছেন।
মাহবুব-উল-আলম জানান, জগদ্দল বিহারের পশ্চিম বাহুর মধ্যস্থলে খননকাজ চলছে। এখানে খননকালে বেরিয়ে আসছে মূল মন্দির। সামনের দিকে বিশালকায় মিলনায়তনের অংশ, বৌদ্ধ ভিক্ষুদের কক্ষ। পূর্বমুখী মন্দিরটি প্রায় বর্গাকার। এর তিন দিকে প্রশস্ত প্রদক্ষিণ পথ রয়েছে। এই প্রদক্ষিণপথ হলঘরের সঙ্গে মিশেছে। মন্দিরের প্রবেশপথে রয়েছে তিনটি বিশাল আকারের গ্রানাইট পাথরখণ্ড। প্রবেশপথে বিশাল আকারের কালো পাথরের চৌকাঠ ব্যবহার করা হয়েছে।
তিনি আরও জানান, দেশে এখন পর্যন্ত এ ধরনের যত নিদর্শন পাওয়া গেছে, তার মধ্যে জগদ্দল বিহারেই সর্বাধিক কালো ও গ্রানাইট পাথর ব্যবহার করা হয়েছে। বৌদ্ধদের ধর্মীয় শিক্ষাপ্রতিষ্ঠান হিসেবে এই জগদ্দল বৌদ্ধবিহারকে তারা ব্যবহার করেছে। তাদের সময়ে যে ভাষায় ধর্মীয় গ্রন্থগুলো রচিত হতো, জগদ্দল বিহার থেকে তা তিব্বতি ভাষায় অনুবাদ করে প্রচার করা হতো।
মাহবুব-উল-আলম জানান, যেখানে খননকাজ চলছে, এর চারপাশে এক বর্গকিলোমিটারজুড়ে ও জগদ্দল বিহারের আশপাশে বড় বড় অনেক মাটির ঢিবি রয়েছে। এই ঢিবিগুলোতে খননকাজ চালিয়ে যেতে পারলে বৌদ্ধদের আরও অনেক নিদর্শন আবিষ্কৃত হতে পারে বলে তিনি আশা করছেন।
জগদ্দল গ্রামের মানিক, বয়োবৃদ্ধ মোসলেম উদ্দিন জানান, তাঁরা বাপ-দাদার আমল থেকেই এই ঢিবিকে বটো রাজার বাড়ি হিসেবে জেনে আসছেন। খোঁড়াখুঁড়ি করার পর তাঁরা জানতে পারলেন এটা বৌদ্ধদের ধর্মীয় প্রতিষ্ঠান।

Has violence become the catalyst for Bangladesh politics? That is the only conclusion that we can draw from the events over the last few days! It appears that political parties are driven by violence to declare their presence. And politicians are apt to come up with all sorts of excuses to justify and indulge in it!

It was vividly shown along with photographs in an English daily on 10th December. It showed opposition activists with sharp weapons and stones; while the activists of the party in power were openly brandishing pistol! This is the crux of our political activity. People and crowds for meetings are gathered using unemployed youths by providing them with food and money to flex the party's muscle! With so many unemployed in the urban areas, this is not a problem!

It is sad and depressing, that our politicians take the help of such people to create their so-called popular support for meetings and hartal, which in most cases are called without any justification. Invariably such hartals lead to violence resulting in fatalities and injuries! Ordinary helpless citizens stay away from such disgusting activities that pass for politics in Bangladesh. In fact, these demons have turned our democracy into 'demon-cracy'!

‘পোষ্ট ট্রমাটিক স্ট্রেস ডিসঅর্ডার (PTSD) কথাটি এখন আর রাশভারী মনস্তত্ববিদদের মুখনিঃসুত গালভরা কোনো বচন নয়, সাধারণ্যে এ ধরনের সমস্যা এখন অহরহ দেখা যাচ্ছে। এমনকি বৃটিশ সেনাবাহিনীর সদস্যরাও ব্যাপক হারে এ সমস্যার শিকার হচ্ছে। আফগান আর ইরাক ফেরৎ সৈনিকরা এখন যুদ্ধের ভয়াবহ স্মৃতির তাড়নায় অসুস্থ হয়ে পড়ছেন। কিছুতেই তারা দুঃস্বপ্নবৎ এই স্মৃতিগুলো ভুলতে পারছে না

মঙ্গলবার প্রকাশিত রিপোর্ট ডেইলি ভাস্কর ডট.কম জানায়, এ সংকট উত্তরণে বৃটিশ সরকার অভিনব চিকিৎসা পদ্ধতির দিকে ঝুঁকেছে। এরই ধারাবাহিকতায় আগামী জানুয়ারী থেকে ভারতের বিহার প্রদেশে গৌতম বুদ্ধের ধ্যানস্থল বুদ্ধগয়ায় ৪হাজার বৃটিশ সেনাসদস্য পর্যায়ক্রমে ভ্রমণ করবে যুদ্ধের বয়াবহ স্মৃতি ভুলে মানসিক স্থিতি আর হারানো শান্তি ফিরে পেতে।

এ সূত্রে মানসিক সমস্যাক্রান্ত সৈন্যদের বোধিবৃক্ষ তীর্থ ভ্রমণে অনুমতি দেওয়ার জন্য বৃটিশ সেনাহিনীর পক্ষ থেকে বিহার ট্যুরিজম বোর্ডকে অনুরোধ করা হয়েছে।

সাক্ষাৎকারে তারা প্রকাশ করেছেন- পৃথিবীতে একমাত্র বুদ্ধমন্ত্রই পারে পীড়িত মানুষের দুঃখ লাঘব করতে, যেমনটা হয়েছে সম্রাট অশোকের বেলায়।

জানা গেছে ২০১৩ সালের জানুয়ারীতে ১০০ থেকে ১৫০ জনের একেকটি ব্যাচে করে বৃটিশ সৈন্যরা ভারতের বিহার রাজধানী পাটনা থেকে ১০০ কিলোমিটার দূরের ভগবান বুদ্ধের বোধিলাভের স্থান বুদ্ধগয়ায় যাবে ধ্যানমগ্নতায় (মেডিটেশন) ডুবে গিয়ে যুদ্ধের ভয়াবহ স্মৃতি ভোলার অভিযানে। এরপর তারা ভগবান বুদ্ধের প্রথম ধর্মপ্রচারস্থল সারনাথও যাবে।

We have been observing with deep concern for the last few days the spate of vandalism, mayhem and anarchy on the streets. The opposition-called blockade and hartal and counteracting of those by the pro-government activists have made politics extremely violent. In other words, the excesses from both the opposition and the ruling parties are leading to highly explosive and violent consequences.

Let there be no mistake that the route you are taking has repeatedly proven not only counterproductive but also inducing increasingly hard-line positioning by the parties. By taking such a stance the opposition could neither oust the ruling party from power, nor could it realise its demands peacefully.

The rising trend of violence has led to deaths of innocent pedestrians, damage to private and public property, harm to business and suffering of the working people. And by disrupting smooth movement of goods and services, hartal and blockade have only pushed up prices of essentials thereby making life harder for common people.

The government, on the other hand, came down hard on the opposition. Particular mention may be made of the arrest of acting secretary general of the BNP on charge of smashing a city corporation-owned truck carrying garbage! The very suggestion of a senior political leader doing such an act is simply incomprehensible. If anything, it only points to the new low that the political culture has hit.

Faced with such a situation, we would call upon either side to shun the path of street confrontation. Otherwise they seem to be headed for reverting to the dreadful consequence like that of 2006.

We urge that you hold back, take a pause and ponder over the consequence of what you have been doing and settle for talks to thrash out the interim caretaker dispute to the satisfaction of both the sides. This will have the benefits of saving the economy, sustaining development and not subjecting the people to punishing programmes of which they have had enough.

It's a shame - Why must a foreigner face such a situation?

We note with dismay that a German citizen, an architect by training, on an official visit to the country was on her way back to the capital city when her car was attacked. The fact that her vehicle was vandalized by the protesters goes to illustrate a departure from the standard practice of keeping foreigners out of harm's way. These people are here as guests and need to be shown the hospitality that is synonymous with Bengali culture.

True that the German consulate here has sent a letter of protest to Begum Khaleda Zia, and we sincerely hope the leader of the opposition will do everything in her power to make this the last incident. Ms. Heringer managed to get out of the car and leave the scene unscathed while her driver was not so lucky. But then one should remember that this attack is the second of its kind in so many days. Only the other day, an American embassy vehicle was vandalized and put on fire, for which Jamaat apologized.

Whatever may be the nature of the anti-government programme by the opposition parties, we have to observe the sanctity of foreigners and see to it that our political violence does not spillover to embroil them. For once the deed is done, no amount of apology will undo what has been done. The last thing this country needs is to be portrayed by our foreign friends as a nation where little or no rule of law exists. We are better than that. We have to see to it that our political programmes do not in any way affect them.

We have to shun recurrence of such incidents lest they affect investment in the country.
