The overall rights situation in Bangladesh was alarming last year despite some positive steps undertaken to establish and ensure public rights, states a report published by Ain O Salish Kendra (ASK).
Enforced disappearances, extrajudicial killings and arbitrary exercise of power by the state institutions continued along with communal violence, gender-based violence and violation of workers' rights, says the summary report.
Sultana Kamal, executive director of the rights organisation, presented the report styled “Human Rights Situation in Bangladesh 2012” at a press conference at Dhaka Reporters' Unity yesterday.
The report highlights a distressing trend of communal violence in 2012. In addition to destruction of Buddhist temples, monasteries and houses in Ramu, Ukhiya and Teknaf in September, there were attacks on the Ahmadiyya community in Rangpur and Hindus in Kaliganj, Chirirbandar in Dinajpur, Sitakunda and Patiya in Chittagong, Jhenidah and Bagerhat.
“Most of these [incidents of violence] were fuelled by religious fundamentalists and political parties,” argues ASK.
The report says 56 people “disappeared” last year, of whom four were found dead and 38 are still missing. “Like the previous years, families of the victims alleged the involvement of law-enforcement agencies, especially the Rapid Action Battalion, in most cases,” says the report.
The law-enforcement agencies were responsible for extrajudicial killings of 91 people, in addition to illegal torture and harassment of countless others, it adds.
As many as 319 cases of deaths and torture by Border Security Force were reported last year against 155 such incidents in 2011. Last year 48 people were murdered, 106 injured and 140 abducted by BSF.
In 2012, five journalists were murdered and at least 442 were subjected to harassment and assaults. The number of journalists facing harassment or assault was 306 in 2011.
The ASK report shows rape of 1,149 women was reported in 2012. Besides, 538 women were subjected to dowry-related violence. Of them, 263 women were murdered and 19 committed suicide.
As many as 250 women were reported to have been subjected to “eve-teasing” and harassment.
Eighty-four people died and 10,525 were injured in political conflicts. Crimes by student cadres of powerful political parties on different campuses and on the streets were particularly troubling, observes the report.
Attempts by the government to suppress dissent were notable last year, with mass arrests, police violence against protesters and declaration of section 144 as many as 165 times.
The most disturbing event concerning workers' rights took place at garment factory Tazreen Fashions. A devastating fire at Tazreen Fashions in Savar claimed the lives of 112 workers on November 24.
Although a government-formed investigation committee held the owner and officials responsible, no arrests were made.
Sultana Kamal said people had high expectations from the government when they had voted it to power, but it has failed to deliver.
Bangladesh Mahila Parishad also published a year-end report saying 5,616 incidents of gender-based violence occurred with 900 murders of women and children, 435 suicides and 157 gang-rapes.
Bangladesh Human Rights Commission furnished a survey report asserting 4,520 people were killed in 2012.
Citizen's Initiative and Bangladesh Manabadhikar Bastabayan Sangstha also published similar reports yesterday.

নির্দেশদাতারা ঘোরেফেরে চুনোপুঁটিরা কারাগারে

রামু ট্র্যাজেডির আজ তিন মাস পূর্ণ হলেও হামলার নির্দেশদাতাদের এখনও গ্রেফতার করতে পারেনি পুলিশ। স্বরাষ্ট্র মন্ত্রণালয়ের গঠিত তদন্ত কমিটি এ ঘটনায় নাইক্ষ্যংছড়ির জামায়াত সমর্থিত উপজেলা চেয়ারম্যান তোফায়েল আহমেদকে অন্যতম ইন্ধনদাতা হিসেবে চিহ্নিত করলেও এখন পর্যন্ত তার টিকিটিও ছুঁতে পারেনি পুলিশ। বরং প্রশাসনের কর্তাব্যক্তিদের সামনেই ১৬ ডিসেম্বর বিজয় দিবসে সালাম গ্রহণ করেন জামায়াতের এই নেতা! পলাতক আসামির এভাবে সালাম গ্রহণের ঘটনায় চাঞ্চল্য সৃষ্টি হলে পুলিশ ও গোয়েন্দারা তার বাড়িতে অভিযান চালায়। কিন্তু পুলিশকে বোকা বানিয়ে 'পলাতকই' থাকেন এই জামায়াত নেতা! শুধু তোফায়েল নন; স্মরণকালের এই জঘন্যতম ঘটনায় পুলিশ গ্রেফতার করতে পারেনি নেপথ্যে থাকা কোনো গডফাদারকেই। গত ২৮ ও ২৯ সেপ্টেম্বর 
রামু, টেকনাফ, উখিয়া ও চট্টগ্রামের পটিয়ায় অন্তত ৩০টি বৌদ্ধপল্লীতে ভাংচুর, লুটপাট ও অগি্নসংযোগ করা হলেও মামলার এজাহারে থাকা অর্ধেক আসামিকে এখনও গ্রেফতার করতে পারেনি পুলিশ। কক্সবাজারের ঘটনায় ১৭টি মামলা দায়ের হলেও এখন পর্যন্ত কোনো মামলারই চার্জশিট দিতে পারেনি পুলিশ। নেপথ্য নায়করা অন্তরালে থাকলেও পুলিশ এসব ঘটনায় এখন পর্যন্ত ৪২৭ জনকে আটক করেছে। তবে আটক ব্যক্তিদের বেশিরভাগই সন্দেহভাজন! আবার তদন্ত কমিটি তাদের রিপোর্টে স্থানীয় প্রশাসনের দায়িত্বহীনতার কথা উল্লেখ করলেও এখন পর্যন্ত শাস্তি নিশ্চিত হয়নি কারোরই। আইওয়াশ হিসেবে তৎকালীন জেলা প্রশাসক, পুলিশ সুপার, রামু থানার ওসি ও নাইক্ষ্যংছড়ির ওসিকে প্রত্যাহার করা হয়। 
এ প্রসঙ্গে শিল্পমন্ত্রী দিলীপ বড়ূয়া বলেন, 'কক্সবাজার ও রামুর ঘটনায় দায়ী ব্যক্তিদের দৃষ্টান্তমূলক শাস্তি নিশ্চিত করা না গেলে ভবিষ্যতে এ ঘটনার পুনরাবৃত্তি হবে। সরকারকে অবশ্যই বাস্তবায়ন করতে হবে তদন্ত কমিটির সুপারিশ। গ্রেফতার করতে হবে নেপথ্যের সব ইন্ধনদাতাকেও।' 
চট্টগ্রামের অতিরিক্ত বিভাগীয় কমিশনার নুরুল ইসলামের নেতৃত্বাধীন তদন্ত কমিটি ঘটনার সঙ্গে সরাসরি সম্পৃক্ত ২০৫ ব্যক্তির নাম-ঠিকানা উল্লেখ করেছে তাদের রিপোর্টে। 
তালিকা দেওয়ার পরও গ্রেফতার হয়নি অনেকে : রামু পুলিশ এখন পর্যন্ত এজাহারে উলি্লখিত ৭৮ ও তদন্তে সন্দেহভাজন ৭১ আসামিকে গ্রেফতার করেছে। অথচ সরকারি তদন্ত দল ২০৫ জনের নাম উল্লেখ করে রিপোর্ট দেয়। আবার বৌদ্ধ সমিতিও রামুতে হামলা-ভাংচুর-অগি্নসংযোগের সঙ্গে জড়িত কয়েকজনের নাম উল্লেখ করে পুলিশের কাছে লিখিত অভিযোগ দেয়। এ তালিকার অনেকে এখনও গ্রেফতার হয়নি। এ তালিকায় নাম রয়েছে রাহামত উল্লাহ, আবদুল কাদের, জাফর আলম, আবদুছ ছালাম, সৈয়দ আলম, মৌলভী নুরুল ইসলাম, আবদুল্লাহ, সেয়াফত আলী, হেলাল, ফজল, ওয়াদুল, সাদ্দাম হোসেন, রমজান আলী, ওসমান গণি, মোজাফ্ফর আহমদ, মৌলভী শফিক আহাম্মদ, হাফেজ হাবিবুল্লাহ, মেহেদী, মোহাম্মদ হানিফ, আবুল কাশেম, মৌলভী ও হাফেজ আহমদ, রশিদ আহাম্মদ, মহিউদ্দিন, মৌলভী আবদুল রশিদ, আবুল ছৈয়দ, হানিফ, ছবি্বর আহমদ, বদিউল আলম, আমিনুর কবির, শফিউল কবির, সরওয়ার আলম, আবুল কাশেম, আবদুল মাসুদ, দেলোয়ার হোসেন, জহির আহমদ, দিদারুল আলম দিদার, আজিজ, জহির আহম্মদ, গিয়াসউদ্দিন, মিজান মেম্বার, সাফী, নুরুল উল্লাহ ও ইলিয়াসের।
কক্সবাজারের পুলিশ সুপার মোহাম্মদ আজাদ মিয়া বলেন, 'ইন্ধনদাতাদের গ্রেফতার করতে চেষ্টা চালিয়ে যাচ্ছি আমরা। ৮ নভেম্বর আমি নতুন এ কর্মস্থলে যোগদান করার আগে আটকের সংখ্যা ছিল ২৯৮। এখন আটকের সংখ্যা ৪২৭। তখন ১৬৪ ধারায় জবানবন্দি দিয়েছিল ৭ জন। এখন সেই সংখ্যা ২১। এই অগ্রগতি অব্যাহত থাকলে আশা করছি শিগগির এসব মামলার চার্জশিটও দিতে পারব আমরা।'

          একসময় বটো রাজার বাড়ি হিসেবে এলাকার মানুষের কাছে পরিচিত ছিল জগদ্দল বৌদ্ধবিহার। প্রত্নতত্ত্ব অধিদপ্তরের তত্ত্বাবধানে খনন করে নওগাঁর ধামইরহাট উপজেলার জগদ্দলের সেই মাটির ঢিবির নিচ থেকে বেরিয়ে আসছে একের পর এক আদি সভ্যতার নিদর্শন।
(The area was once known as the home of the king Bato Jagaddala Bauddhabihara. Archeology dig under the supervision of the Department of Naogaon dhamairahata jagaddalera the soil pile is coming out from the bottom of one of the original patterns of civilization).
The Jagaddala Bauddha Bihar located within a large region Dhamaraihat Naogaon Sadar Upazila from the eight kilometers north-east Borendro place. After mining the dhyani (meditator)  findout and matched pairs of the Gautama Buddha Statues.

         ধামইরহাট উপজেলা সদর থেকে আট কিলোমিটার উত্তর-পূর্বে বরেন্দ্র অঞ্চলের বিশাল এলাকাজুড়ে জগদ্দল বৌদ্ধবিহারের অবস্থান। ১ ডিসেম্বর থেকে ওই বিহারে প্রত্নতত্ত্ব বিভাগের ছয়জন প্রশিক্ষিত শ্রমিক ও কর্মকর্তার তত্ত্বাবধানে স্থানীয় ৩০-৩৫ জন শ্রমিক খননকাজ শুরু করেন। ইতিমধ্যে পাওয়া গেছে ধ্যানী বুদ্ধমূর্তি, বিভিন্ন প্রাচীন মূর্তি ও বিশাল আকারের কালো প্রাচীন পাথর। গ্রানাইট পাথরের নির্মিত ১৬ ফিট স্তম্ভ। লিনটনে অলংকৃত (পাথরের বড় স্তম্ভে লাগানো বুদ্ধমূর্তি) বুদ্ধের মূর্তি। পাওয়া গেছে বিভিন্ন ধরনের মৃৎ পাত্রের ভগ্নাংশ। এসব সংরক্ষণ করে রাখছেন সংশ্লিষ্ট কর্মকর্তারা।
জগদ্দল বৌদ্ধবিহারে বৌদ্ধদের ছোট ২৮টি কক্ষ রয়েছে। ইতিমধ্যে ১২টি কক্ষ পূর্ণাঙ্গভাবে উন্মোচন করা হয়েছে। ধারণা করা হচ্ছে, এই কক্ষগুলো ধর্মীয় শিক্ষাপ্রতিষ্ঠান হিসেবে ব্যবহূত হতো। সেখানে পূজা-অর্চনা করার বেদিও আবিষ্কৃত হয়েছে। বৌদ্ধরা কীভাবে বসবাস করত বা পানীয় জলের কী ব্যবস্থা ছিল, সে বিষয়গুলো আবিষ্কৃত বা উদ্ঘাটিত হতে পারে বলে প্রত্নতত্ত্ব অধিদপ্তরের দায়িত্বপ্রাপ্ত কর্মকর্তা ও পাহাড়পুর বৌদ্ধবিহারের কাস্টডিয়ান মাহবুব-উল-আলম জানিয়েছেন।
মাহবুব-উল-আলম জানান, জগদ্দল বিহারের পশ্চিম বাহুর মধ্যস্থলে খননকাজ চলছে। এখানে খননকালে বেরিয়ে আসছে মূল মন্দির। সামনের দিকে বিশালকায় মিলনায়তনের অংশ, বৌদ্ধ ভিক্ষুদের কক্ষ। পূর্বমুখী মন্দিরটি প্রায় বর্গাকার। এর তিন দিকে প্রশস্ত প্রদক্ষিণ পথ রয়েছে। এই প্রদক্ষিণপথ হলঘরের সঙ্গে মিশেছে। মন্দিরের প্রবেশপথে রয়েছে তিনটি বিশাল আকারের গ্রানাইট পাথরখণ্ড। প্রবেশপথে বিশাল আকারের কালো পাথরের চৌকাঠ ব্যবহার করা হয়েছে।
তিনি আরও জানান, দেশে এখন পর্যন্ত এ ধরনের যত নিদর্শন পাওয়া গেছে, তার মধ্যে জগদ্দল বিহারেই সর্বাধিক কালো ও গ্রানাইট পাথর ব্যবহার করা হয়েছে। বৌদ্ধদের ধর্মীয় শিক্ষাপ্রতিষ্ঠান হিসেবে এই জগদ্দল বৌদ্ধবিহারকে তারা ব্যবহার করেছে। তাদের সময়ে যে ভাষায় ধর্মীয় গ্রন্থগুলো রচিত হতো, জগদ্দল বিহার থেকে তা তিব্বতি ভাষায় অনুবাদ করে প্রচার করা হতো।
মাহবুব-উল-আলম জানান, যেখানে খননকাজ চলছে, এর চারপাশে এক বর্গকিলোমিটারজুড়ে ও জগদ্দল বিহারের আশপাশে বড় বড় অনেক মাটির ঢিবি রয়েছে। এই ঢিবিগুলোতে খননকাজ চালিয়ে যেতে পারলে বৌদ্ধদের আরও অনেক নিদর্শন আবিষ্কৃত হতে পারে বলে তিনি আশা করছেন।
জগদ্দল গ্রামের মানিক, বয়োবৃদ্ধ মোসলেম উদ্দিন জানান, তাঁরা বাপ-দাদার আমল থেকেই এই ঢিবিকে বটো রাজার বাড়ি হিসেবে জেনে আসছেন। খোঁড়াখুঁড়ি করার পর তাঁরা জানতে পারলেন এটা বৌদ্ধদের ধর্মীয় প্রতিষ্ঠান।

Has violence become the catalyst for Bangladesh politics? That is the only conclusion that we can draw from the events over the last few days! It appears that political parties are driven by violence to declare their presence. And politicians are apt to come up with all sorts of excuses to justify and indulge in it!
It was vividly shown along with photographs in an English daily on 10th December. It showed opposition activists with sharp weapons and stones; while the activists of the party in power were openly brandishing pistol! This is the crux of our political activity. People and crowds for meetings are gathered using unemployed youths by providing them with food and money to flex the party's muscle! With so many unemployed in the urban areas, this is not a problem!
It is sad and depressing, that our politicians take the help of such people to create their so-called popular support for meetings and hartal, which in most cases are called without any justification. Invariably such hartals lead to violence resulting in fatalities and injuries! Ordinary helpless citizens stay away from such disgusting activities that pass for politics in Bangladesh. In fact, these demons have turned our democracy into 'demon-cracy'!

যুদ্ধের ভয়াবহ স্মৃতি ভুলতে বুদ্ধগয়ায় যাচ্ছে বৃটিশ সেনারা

পোষ্ট ট্রমাটিক স্ট্রেস ডিসঅর্ডার (PTSD) কথাটি এখন আর রাশভারী মনস্তত্ববিদদের মুখনিঃসুত গালভরা কোনো বচন নয়, সাধারণ্যে এ ধরনের সমস্যা এখন অহরহ দেখা যাচ্ছে। এমনকি বৃটিশ সেনাবাহিনীর সদস্যরাও ব্যাপক হারে এ সমস্যার শিকার হচ্ছে। আফগান আর ইরাক ফেরৎ সৈনিকরা এখন যুদ্ধের ভয়াবহ স্মৃতির তাড়নায় অসুস্থ হয়ে পড়ছেন। কিছুতেই তারা দুঃস্বপ্নবৎ এই স্মৃতিগুলো ভুলতে পারছে না
মঙ্গলবার প্রকাশিত রিপোর্ট ডেইলি ভাস্কর ডট.কম জানায়, এ সংকট উত্তরণে বৃটিশ সরকার অভিনব চিকিৎসা পদ্ধতির দিকে ঝুঁকেছে। এরই ধারাবাহিকতায় আগামী জানুয়ারী থেকে ভারতের বিহার প্রদেশে গৌতম বুদ্ধের ধ্যানস্থল বুদ্ধগয়ায় ৪হাজার বৃটিশ সেনাসদস্য পর্যায়ক্রমে ভ্রমণ করবে যুদ্ধের বয়াবহ স্মৃতি ভুলে মানসিক স্থিতি আর হারানো শান্তি ফিরে পেতে।
এ সূত্রে মানসিক সমস্যাক্রান্ত সৈন্যদের বোধিবৃক্ষ তীর্থ ভ্রমণে অনুমতি দেওয়ার জন্য বৃটিশ সেনাহিনীর পক্ষ থেকে বিহার ট্যুরিজম বোর্ডকে অনুরোধ করা হয়েছে।
সাক্ষাৎকারে তারা প্রকাশ করেছেন- পৃথিবীতে একমাত্র বুদ্ধমন্ত্রই পারে পীড়িত মানুষের দুঃখ লাঘব করতে, যেমনটা হয়েছে সম্রাট অশোকের বেলায়।
জানা গেছে ২০১৩ সালের জানুয়ারীতে ১০০ থেকে ১৫০ জনের একেকটি ব্যাচে করে বৃটিশ সৈন্যরা ভারতের বিহার রাজধানী পাটনা থেকে ১০০ কিলোমিটার দূরের ভগবান বুদ্ধের বোধিলাভের স্থান বুদ্ধগয়ায় যাবে ধ্যানমগ্নতায় (মেডিটেশন) ডুবে গিয়ে যুদ্ধের ভয়াবহ স্মৃতি ভোলার অভিযানে। এরপর তারা ভগবান বুদ্ধের প্রথম ধর্মপ্রচারস্থল সারনাথও যাবে।

We have been observing with deep concern for the last few days the spate of vandalism, mayhem and anarchy on the streets. The opposition-called blockade and hartal and counteracting of those by the pro-government activists have made politics extremely violent. In other words, the excesses from both the opposition and the ruling parties are leading to highly explosive and violent consequences.
Let there be no mistake that the route you are taking has repeatedly proven not only counterproductive but also inducing increasingly hard-line positioning by the parties. By taking such a stance the opposition could neither oust the ruling party from power, nor could it realise its demands peacefully.
The rising trend of violence has led to deaths of innocent pedestrians, damage to private and public property, harm to business and suffering of the working people. And by disrupting smooth movement of goods and services, hartal and blockade have only pushed up prices of essentials thereby making life harder for common people.
The government, on the other hand, came down hard on the opposition. Particular mention may be made of the arrest of acting secretary general of the BNP on charge of smashing a city corporation-owned truck carrying garbage! The very suggestion of a senior political leader doing such an act is simply incomprehensible. If anything, it only points to the new low that the political culture has hit.
Faced with such a situation, we would call upon either side to shun the path of street confrontation. Otherwise they seem to be headed for reverting to the dreadful consequence like that of 2006.
We urge that you hold back, take a pause and ponder over the consequence of what you have been doing and settle for talks to thrash out the interim caretaker dispute to the satisfaction of both the sides. This will have the benefits of saving the economy, sustaining development and not subjecting the people to punishing programmes of which they have had enough.

It's a shame - Why must a foreigner face such a situation?

Editorial

We note with dismay that a German citizen, an architect by training, on an official visit to the country was on her way back to the capital city when her car was attacked. The fact that her vehicle was vandalized by the protesters goes to illustrate a departure from the standard practice of keeping foreigners out of harm's way. These people are here as guests and need to be shown the hospitality that is synonymous with Bengali culture.
True that the German consulate here has sent a letter of protest to Begum Khaleda Zia, and we sincerely hope the leader of the opposition will do everything in her power to make this the last incident. Ms. Heringer managed to get out of the car and leave the scene unscathed while her driver was not so lucky. But then one should remember that this attack is the second of its kind in so many days. Only the other day, an American embassy vehicle was vandalized and put on fire, for which Jamaat apologized.
Whatever may be the nature of the anti-government programme by the opposition parties, we have to observe the sanctity of foreigners and see to it that our political violence does not spillover to embroil them. For once the deed is done, no amount of apology will undo what has been done. The last thing this country needs is to be portrayed by our foreign friends as a nation where little or no rule of law exists. We are better than that. We have to see to it that our political programmes do not in any way affect them.
We have to shun recurrence of such incidents lest they affect investment in the country.

National Human Rights Commission (NHRC) Chairman Mizanur Rahman yesterday demanded that the government arrests and takes punitive measures against the persons responsible for the killing of Bishwajit Das.
"When we are observing International Human Rights Day, we remember Bishwajit with profound sorrow and sympathy. It is the responsibility of the state to protect people's life, and when it [state] fails, the failures leave us utterly disgraced," he said.
Bishwajit was killed on Sunday in an attack allegedly by a group of Bangladesh Chhatra League activists, who took him for a pro-blockade activist.
The NHRC chief said "Whatever may be the reason or excuse, taking law into own hands for killing people cannot be supported at all in a civilised society and in the human rights point of view."
He was speaking at a discussion organised by NHRC at Bangabandhu International Conference Centre marking the International Human Rights Day, 2012.
Mizanur said "We have to rethink the politics for which a 24-year old dies and whether it is for people's welfare or not.
"If the politicians love their country, its people, and the independence, we would like to appeal them not to do politics that puts people's life in peril."
The NHRC has so far received 586 complaints in the current year and solved 356 complaints, he said, adding that the number of complaints has risen by 300 percent in the last two and a half years.
"It probably indicates something. Possibly, we have been able to create a space, a sense of expectation from this commission," he told his audience.
Cabinet Secretary M Mosharraf Hossain Bhuiyan, who was present at the discussion, said active participation of other stakeholders including lawmakers, civil society members, the media and non-government organisations is needed for raising awareness about human rights.
UNDP Country Director Stefan Priesner said there is much to be done to improve human rights situation in Bangladesh with participation of vulnerable groups.
Danish Ambassador Svend Olling, NHRC full-time member Kazi Reazul Hoque, among others, spoke at the occasion.
At another discussion programme in Chittagong, speakers observed that it would be possible to ensure human rights for everybody if all people including the deprived ones raise their voice collectively.
NHRC in association with the UNDP, Swiss Agency for Development and Cooperation, DANIDA and Sweden, district administration and a local NGO organised the discussion at Chittagong Shilpakala Academy.
The theme of this year's International Human Rights Day is "Inclusion and right to participate in public life".

German embassy protests attack on female architect

Dhaka, Dec 11 (bdnews24.com)- The German embassy says it has sent a letter of protest 
to BNP chairperson Begum Khaleda Zia over an attack by her supporters on a German 
lady architect during Sunday's Opposition-sponsored road blockades. 


"We are appalled by this hideous attack. Our Ambassdor has sent a letter of protest to 
Begum Khaleda Zia and also reported the incident to the Bangladesh Foreign ministry," 
a German embassy statement said Tuesday. 


It said that during Sunday's road blockades, a German lady architect, Ms. Anna Heringer 
was "severely attacked by a group of hooligans carrying BNP symbols" at the Gabtali 
market here. 



Ms Heringer is on an official visit to Bangladesh sponsored by the German development 
agency GIZ, the statement said. 


It said that she was on her way back from a field trip around 7:30am, when a group of 
about fifteen men stopped her car, smashed the windows and severely beat up the driver . 



"Fearing for her life, Ms Heringer jumped out of the car and managed to abscond. Her 
driver was badly beaten up by the mob and is now suffering from severe head injuries. 
The car, donated by the German Government, was then set on fire," the German embassy 
statement said. 

It described Ms. Heringer as "one of the most renowned contemporary German architects", 
and said she is a recipient of the Aga Khan Prize for Architecture and the Global Award for 
Sustainable Architecture.

What killed Biswajit? -Latif Quader

The day probably started normally for the 24-year-old young man, who had been making a living in Dhaka for the last few years. Youngest of the three siblings he also had parents living in the village, and he took up a straight trade, which was setting up of a tailor shop in an area, considered to be safe, for the minority religious group to which he belonged. These pockets of areas have traditionally been particular religious minority hubs. They are unlike ghettos, which have been read about, where people of particular faith or ethnicity or immigrant groups gather around to live. Where they seek comfort and safety in numbers, homely in the sparks of culture, find easier to redeem their pain and sorrows among fellow travellers and regain their strength for another day’s battle in a society that treat them differently.
Where Biswajit lived, was no ghetto. He couldn’t be visibly identified as belonging to any religious group; and therefore was insusceptible from being on sight prejudiced; paradoxically, now that he is dead, it seemed, that it would have been better, if he could be traced as such, by some evident badge, say a turban and beard, or another brand of headgear, clothing and beard, and better still, a tuft of uncut hair on the back head and saffron coloured sartorial. For, the perception that prevails among the common party operatives who hacked him to death would recognise him as supporter, for whatever they need support for from ordinary people. Be it by voting for their party or getting conscripted to join their party political marches or joining in a nominal rung of the cadre system that would uphold their tag of secularism. They care little if that support is the result of a conscience choice — a cautious one to have a safety valve, at least when the said party is in power, or choosing lesser of the evils. The choice: whether to shield the community from their property being looted, their women getting raped and in general being driven out of the country with the help of state apparatus; or choosing to put up with social subjugation and sporadic violence from party apparatuses, sans state support.
When the young man was passing by a mob of party cadres sloshed with the smell of blood, something blasted nearby, that was taken as an attack or threat of violence by the variously armed mob members. The panicked man ran for shelter and rode stairs to the first floor of a nearby building, forgetting the crucial law of self-preservation, which is to remain as inconspicuous as possible, during chaos and anarchy. For, on the first floor he was alone, and could be singularly identified as someone who was fleeing, or has fled. It then needed just one ignition from a blithe and chirpy cadre, in pointing to him as such: fleeing or has fled. The mob logic worked at spit-second speed to conclude that since it was a young man like them, who was obviously not one of them because he was running, as it looks, from them, then he must belonged to one of the others with whom they were at war that day.
He pleaded to the mob for his life, explaining his non-involvement in anything that was going on. He ran to escape the beating, and they chased him and got hold of him, repeatedly. He was hacked; and in matter of hours, he bled to death. The cameramen, video clippers, photo journalists and general public watched the debacle; either in horror; or with the indifference of herd animals, watching from running distance, as one of them gets pulled down by a pack of predating carnivores and being gobbled up. For dumb animals it is incapacity; for the evolved ones it is callousness beyond human comprehension.
No doubt, some of them gathered enough material to describe the gory details later in media or news mediums, to friends, to post in the facebook pages and post a moving status update in their facebook. His life story will be published; pictures of his wailing relatives will flash, as will be the visit by political bigwigs to his family, with a donation from special fund. Already, the opposition party secretary general has laid a claim in the media that the dead man belonged to his party, and therefore was a victim of the vendetta of the ruling party against his.
Sometime in 1962 a student protest march, to revoke the odd education policy proposed by Ayub Khan, was being dispersed by police with baton charge on a street of Khulna. I remembered to have witnessed it, with shock and disbelief, the incident that became lead news in next day’s newspapers. The earlier state sponsored violence was that of police firing during the Language Movement. In 1969, public violence took a massive leap and spread amongst people’s psyche as something acceptable for social justice system where government was failing to ensure it. In 1971, when humanity plunged into darkness, the horror of human atrocities against fellow humans took root in our collective sub-conscience. We have now been waiting for a generation for its scars to fade, yet no signs of abating.
Who this young man was victim of? These are metaphorically the same people who killed six students in Amin Bazar. The same gang who carry out these acts day in day out in the streets, villages and towns all over the country. For, when they are in numbers they become powerful beyond their own comprehension who can face or punish an individual or two at their mercy; but when the law enforcing agencies are ineffective, either by their apathy or instruction, and they themselves are armed with lethal weapons, all they need is a plausible cause, no matter how flimsy the logic behind it is. And what happens, when these acts are sanctioned by the society, or more appropriately, those who are presumed to be at the helm of the society, and the chances of being taken to tasks are remote? It would take an incurable optimist to expect that their conscience would take hold of them and restrain. Conscience and self- restrain do not reside in the hearts and minds of Bangladeshi youths which have been darkened by indoctrination, fanaticism, hopelessness and wrong education and ethos. For, to those they look up to for enlightenment and guidance are the ones who are hardened up in their pursuit of power and wealth, driven by turpitude of all kind.
Biswajit is also a victim of our indifference and cowardice; inability to take a moral stand in the face of adversity. This self-oriented behaviour pattern is also the outcome of a society where morality has taken a downward trend ever since we lost our faith in the social system to set things right. When everything that is good, morale and perceived to be right are being manipulated and abused for personal gain and it continues to be so unabatedly, and then wrong becomes right. Inwardly we build self defence mechanisms that keep us silent and ineffective without losing our sleep.
Otherwise, how come there were so many people who saw in front of them the occurrence, and yet did not intervene to save a fellow human life? This is manifestly a sin, this apathy I mean. That is the worrisome aspect of this tragedy.

২০১২ সালে দেশের সার্বিক মানবাধিকার পরিস্থিতি পর্যালোচনা করলে কিছু ইতিবাচক প্রবণতা দেখা গেলেও বিগত বছরের উদ্বেগের বিষয়গুলোর মাত্রা কমেনি, বরং নতুন কিছু ইস্যু সংযুক্ত হয়েছে। ইতিবাচক অগ্রগতির ক্ষেত্রে এই বছর বেশ কিছু আইন হয়েছে, যেমন—মানব পাচার আইন, ২০১২, পর্নোগ্রাফি নিয়ন্ত্রণ আইন, ২০১২। রাষ্ট্রপতি ও সরকার কর্তৃক অপরাধীদের ক্ষমা করে দেওয়ার সিদ্ধান্ত পরীক্ষার এখতিয়ার আছে উচ্চ আদালতের—উচ্চ আদালতের এই রায় একটি গুরুত্বপূর্ণ মাইলফলক। এ বছর সম্পূর্ণ হলো পিলখানা ঘটনার সঙ্গে জড়িত ব্যক্তিদের বিচার; যদিও এই বিচার-প্রক্রিয়া প্রশ্নবিদ্ধ হয়েছিল। সবচেয়ে ইতিবাচক দিকটি হলো যুদ্ধাপরাধের সঙ্গে জড়িত প্রধান আসামিরা গ্রেপ্তার হয়েছেন এবং তাঁদের বিচার-প্রক্রিয়া অব্যাহত আছে। তবে এ বছর একটি পর্যায়ে গণতন্ত্রের অন্যতম দুটি স্তম্ভ বিচার বিভাগ ও সংসদের মুখোমুখি অবস্থান সুশাসনের নীতিকে বিঘ্নিত করেছে। সারা বছর দেশের বিভিন্ন স্থানে বেআইনি গ্রেপ্তার, গুম, খুন ও বন্দুকযুদ্ধের নামে বিচারবহির্ভূত হত্যাকাণ্ডের ঘটনা জনসাধারণের মনে একধরনের নিরাপত্তাহীনতা ও আতঙ্ক সৃষ্টি করেছে। 
সরকারের নির্বাচনী ইশতেহারে বিচারবহির্ভূত হত্যাকাণ্ড বন্ধের সুনির্দিষ্ট প্রতিশ্রুতি থাকলেও মেয়াদের শেষ বছরে এসেও এ ব্যাপারে কোনো অগ্রগতি নেই। আসক সংগৃহীত তথ্য অনুযায়ী চলতি বছরের নভেম্বর পর্যন্ত আইনশৃঙ্খলা রক্ষাকারী বাহিনী কর্তৃক হেফাজতে থাকা অবস্থায় বা বিচারবহির্ভূত হত্যাকাণ্ডের শিকার হয়েছেন ৮৬ জন। এ ছাড়া, বিনা বিচারে আটক ও নির্যাতনের ঘটনাও ঘটেছে। ঢাকার আদালত প্রাঙ্গণে বিচার চাইতে এসে পুলিশের নির্যাতনের শিকার হন এক তরুণী ও তাঁর বাবা-মা। বিচারবহির্ভূত হত্যাকাণ্ডের পাশাপাশি যোগ হওয়া নতুন প্রবণতা হচ্ছে গুম ও গুপ্তহত্যা। 
বছরের সবচেয়ে আলোচিত গুমের ঘটনা ছিল একজন রাজনৈতিক নেতা এবং একজন শ্রমিকনেতার গুম হওয়া। কেবল রাজনৈতিক কারণে নয়, পারিবারিক, সামাজিক নানা দ্বন্দ্বের জের ধরেও গুমের ঘটনা ঘটেছে বলে অভিযোগ পাওয়া যায়। ২০১২ সালের নভেম্বর পর্যন্ত আইনশৃঙ্খলা রক্ষাকারী বাহিনী কর্তৃক অপহূত বা গুম হয়েছেন ৫৫ জন। এসব ক্ষেত্রে সরকারের অনেক ঊর্ধ্বতন মহল থেকে বিভিন্ন সময়ে সব দায়দায়িত্ব অস্বীকার করে নানা অপ্রত্যাশিত বক্তব্য দেওয়া হয়েছে, যা অত্যন্ত হতাশাজনক এবং পরিস্থিতিকে আরও জটিল করে তোলে। প্রতিবেশী ভারতের বারবার আশ্বাস ও প্রতিশ্রুতির পরও সীমান্তে বাংলাদেশি নাগরিক হত্যা বন্ধ হয়নি এবং এ ব্যাপারে সরকারের প্রচেষ্টাও প্রশ্নবিদ্ধ হচ্ছে। চলতি বছরে বিএসএফের গুলিতে নিহত হয়েছেন ৪৩ জন বাংলাদেশি। 
অন্যদিকে, প্রয়োজনীয় পর্যবেক্ষণ, যথাযথভাবে ড্রাইভিং লাইসেন্স প্রদান, রাস্তার অবকাঠামোগত উন্নয়ন এবং ট্রাফিক আইনের যথাযথ প্রয়োগের অভাবে সড়ক দুর্ঘটনার ঘটনা ক্রমেই বেড়ে চলেছে, মানুষের বেঁচে থাকার জন্য নিরাপত্তা নিশ্চিত করার যে দায়, তা সরকার যথাযথভাবে পালন করতে পারেনি। এ বছর বিভিন্ন ক্ষেত্রে দাবি আদায়ের শান্তিপূর্ণ আন্দোলন সরকার কঠোরভাবে দমন করার প্রয়াস চালায়। বিরোধী দলের সভা-সমাবেশে বাধা দেওয়া হয়, বিরোধী দলের কর্মসূচিকে সামনে রেখে গণগ্রেপ্তারের ঘটনা ঘটে। পাশাপাশি প্রাথমিক বিদ্যালয়ের শিক্ষকদের বিক্ষোভ সমাবেশে, তেল-গ্যাস-খনিজ সম্পদ ও বিদ্যুৎ-বন্দর রক্ষা জাতীয় কমিটির শোভাযাত্রা এবং পোশাক কারখানার শ্রমিকদের বিক্ষোভ মিছিলে পুলিশ লাঠিপেটা করেছে। তবে মেডিকেলে ভর্তি পরীক্ষা বহাল রাখার দাবিতে ভর্তি-ইচ্ছুক ছাত্রছাত্রীদের আন্দোলন দমনে প্রথম দিকে কঠোর অবস্থান নেওয়া হলেও পরবর্তী সময়ে আলোচনার মাধ্যমে তাঁদের দাবি মেনে নেওয়া একটি প্রশংসনীয় উদ্যোগ। বর্তমানে গণমাধ্যমগুলো আপাত স্বাধীনতা ভোগ করলেও নীরব নিষেধাজ্ঞা রয়েছে বলে অভিযোগ আছে। টিভি টক শোর ব্যাপারে সরকারের আপত্তি, বিরোধী দলের সমাবেশের সরাসরি সম্প্রচার বন্ধ করে দেওয়া এবং ইন্টারনেট, ইউটিউব ও সামাজিক যোগাযোগের মাধ্যমগুলোর ওপর নিয়ন্ত্রণ আরোপের চেষ্টা মত প্রকাশের স্বাধীনতাকে খর্ব করছে। 
মহাজোট সরকারের ক্ষমতায় আসার পর থেকেই বেপরোয়া হয়ে ওঠে তাদের ছাত্রসংগঠন ছাত্রলীগ। এ বছরও বিশ্ববিদ্যালয়গুলোতে ছাত্রলীগের তৎপরতা ছিল চোখে পড়ার মতো। এ সময়ে শিক্ষাঙ্গনে সহিংসতায় প্রাণ হারান অনেক শিক্ষার্থী। এ ছাড়া, রাজনৈতিক উদ্দেশ্যে, বিশেষত বিরোধী দলের রাজনৈতিক কর্মসূচি দমনে ছাত্রলীগকে ব্যবহারের প্রবণতা লক্ষ করা যায়। এ ছাড়া বিশ্ববিদ্যালয়গুলোর প্রশাসনকে দলীয়করণের কারণে সারা বছর কোনো না কোনো বিশ্ববিদ্যালয়ে ছাত্র অসন্তোষ বিরাজ করেছে। আদালতের নির্দেশনা উপেক্ষা করে ২০১২ সালের এপ্রিলে করাইল বস্তি থেকে এক দিনেরও কম সময়ের নোটিশে কোনোরকম পুনর্বাসনের পরিকল্পনা ছাড়াই প্রায় দুই হাজার লোককে উচ্ছেদ করা হয়েছে। এ বছরেও সংখ্যালঘুদের ওপর আক্রমণ অব্যাহত ছিল। আহমদিয়া সম্প্রদায়কে মসজিদ নির্মাণ, সভা আয়োজনে বাধা দেওয়া হয়। চট্টগ্রামের সীতাকুণ্ডে, দিনাজপুরের চিরিরবন্দরে, বাগেরহাট ও সাতক্ষীরায় হিন্দু সমপ্রদায়ের ওপর আক্রমণ হয়। এ বছরের সেপ্টেম্বরে বাংলাদেশের ইতিহাসে জঘন্যতম সংখ্যালঘু নির্যাতনের ঘটনা ঘটে কক্সবাজারের রামু, উখিয়া ও টেকনাফে বৌদ্ধধর্মাবলম্বীদের ঘরবাড়ি ও বৌদ্ধমন্দিরে অগ্নিসংযোগ, ভাঙচুর এবং লুটের মাধ্যমে। এ সময় পুলিশ ও স্থানীয় প্রশাসন ত্বরিত পদক্ষেপ গ্রহণে ব্যর্থ হয়। এই ঘটনায় সাতটি বৌদ্ধমন্দির সম্পূর্ণভাবে ভস্মীভূত হয়ে যায়। আংশিকভাবে ক্ষতিগ্রস্ত হয় ১৩টি মন্দির। পুড়ে যায় কিংবা লুট হয় মূল্যবান প্রাচীন বুদ্ধমূর্তি ও সম্পদ।
নির্বাচনী প্রতিশ্রুতি থাকা সত্ত্বেও সরকার আদিবাসীদের অস্তিত্ব অস্বীকার করেছে। পার্বত্য অঞ্চলে বাঙালি বসতি স্থাপনকারী, সেনাবাহিনীর সদস্য ও আইনশৃঙ্খলা রক্ষাকারী বাহিনী দ্বারা আদিবাসীদের ওপর হত্যা, নির্যাতন, ধর্মীয় আচার-অনুষ্ঠানে বাধা প্রদান, নারী ও শিশুদের ওপর যৌন সহিংসতা, ভূমি দখল ইত্যাদির অসংখ্য অভিযোগ পাওয়া গেছে। পার্বত্য চুক্তি বাস্তবায়নের গতি অত্যন্ত ধীর। বিশ্ব আদিবাসী দিবসে স্থানীয় সরকার মন্ত্রণালয় থেকে একটি বিজ্ঞপ্তি প্রকাশ করার সূত্র ধরে আদিবাসীদের সভা ও শোভাযাত্রা করার ক্ষেত্রে সরকারি নিষেধাজ্ঞার অভিযোগ রয়েছে। 
বছরের শেষ দিকে এসে আশুলিয়ার তাজরীন ফ্যাশনস নামের পোশাক কারখানায় এক ভয়াবহ অগ্নিকাণ্ডের ঘটনায় নিহত হয় ১১১ জন পোশাকশ্রমিক এবং আহত হয় আরও শতাধিক। এ ক্ষেত্রে কারখানার মালিক ও সরকার শ্রমিকদের নিরাপত্তা বিধান ও তা পর্যবেক্ষণ এবং সংরক্ষণে সম্পূর্ণ ব্যর্থতার পরিচয় দিয়েছে। ক্ষমতাসীন সরকারের নির্বাচনী প্রতিশ্রুতিতে মানবাধিকারের দিকগুলো বিশেষভাবে স্থান পেলেও গত চার বছরে তার প্রতিফলন ঘটেছে খুব কম। সরকারের শেষ এক বছরে এ ক্ষেত্রে কতটুকু অগ্রগতি সাধিত হয়, তা এখন দেখার বিষয়। আমাদের প্রত্যাশা, সরকার এ ব্যাপারে যথাযথ গুরুত্ব আরোপ করবে।

Sri Lankan at Risk of Being Beheaded for Praying to Buddha - H/T: Cecilie Gamst Berg


 A Sri Lankan youth employed as a domestic aid has been arrested in Saudi Arabia for praying to a statue of Lord Buddha, which is considered an offence according to Islamic Sharia law. According to the Bodu Bala Sena, the youth bearing passport no. 2353715 identified as Premanath Pereralage Thungasiri has been arrested by Umulmahami Police, which is a grave situation. While the youth is a Buddhist, the charge levelled against him is that he paid obeisance to the Buddha at the house where he was employed.

The Bodu Bala Sena organisation further said those employed in Muslim-majority countries are prevented from practicing their religious faiths, and if found to do so are punished severely. Recently a Sri Lankan woman was arrested for gazing at a child at a shopping complex, where she was accused of witchcraft, on the grounds that she had a black cord around her wrist.
On prior occasions too many Sri Lankan female domestic workers were forced to embrace Islam, and wear the traditional attire, while so far four Sri Lankan youth have been beheaded in that country. (Source: Ceylon Today)

Non-Islamic proselytism and conversions are illegal and conversion by Muslims to another religion (apostasy) carries the death penalty. Under Saudia Arabia Sharia Islamic law, children of Saudi parents are considered Muslim, regardless of the country or the religious tradition in which they may have been raised.

বৌদ্ধধর্মের যাত্রা শুরু হয়েছিল ভারত থেকে। কিন্তু ইতিহাস বলে, এই ভারতেই ভীষণ বিরূপ পরিস্থিতির মুখোমুখি হয়ে বৌদ্ধধর্মাবলম্বীরা দেশ ছেড়ে চলে যেতে বাধ্য হয়। অনেকে পুরনো ধর্ম ছেড়ে নতুন ধর্মও গ্রহণ করে। কয়েক শ বছর পর আবারও বৌদ্ধধর্মের দিকে মুখ ফেরাতে শুরু করেছে ভারতের হায়দরাবাদের অনেকে। টাইমস অব ইন্ডিয়ার খবরে আজ মঙ্গলবার বলা হয়েছে, প্রতিবছর শত শত মানুষ বৌদ্ধধর্ম গ্রহণ করছে। 
হায়দরাবাদ রাজ্যের একটি বহুজাতিক সফটওয়্যার প্রতিষ্ঠানে কর্মরত বি রাজকুমার বলেন, ‘আমি এক বছর ধরে বৌদ্ধধর্ম পালন করছি। আমার কাছে এটি খুবই অনাড়ম্বর এবং জীবন্ত। আজকাল আমার মতো অনেক তরুণ সুখশান্তি চান। আমার মতে বৌদ্ধধর্মই হলো এর পথ।’
রাজকুমারের সুরে কথা বলেছেন আরও শত শত তরুণ। ২০০২ সালে ওই রাজ্যে বৌদ্ধধর্মাবলম্বীর সংখ্যা হাতে গোনা যেত, কিন্তু, এখন তা ৩০ হাজার ছাড়িয়ে গেছে। শহরে এই হার অনেক বেশি। রাজ্যটিতে ১৫০টি বৌদ্ধ স্থাপনা আছে। এসবের মধ্যে প্রসিদ্ধ হলো হুসেইন সাগরের বুদ্ধমূর্তি। এ মূর্তিটি অতীতের গৌরবোজ্জ্বল ইতিহাসের কথা মনে করিয়ে দেয়। 
খ্রিষ্টপূর্ব পঞ্চম শতকে উপকূলীয় অঞ্চলটিতে বৌদ্ধধর্ম বেশ জনপ্রিয় ছিল। সে সময় বৌদ্ধধর্মের তিনটি প্রধান শাখা চার্বাক, মহাযান ও বজ্রযান চর্চা করা হতো। 
পরের শতকগুলোতে হিন্দু ও ইসলাম ধর্মের বিকাশ ঘটলে বৌদ্ধধর্মের চল কমে যায়। ঐতিহাসিকদের ধারণা, হিন্দু ও মুসলিম আমলে অনেক বৌদ্ধবিহারের ধ্বংস ধর্মটির পতনের মূল কারণ।
ভিক্ষু ও স্থানীয় লোকেরা জানান, হায়দরাবাদে বৌদ্ধধর্মাবলম্বীর সংখ্যা বৃদ্ধি না হলে হয়তো মঠগুলো আবার নতুন করে তৈরি করা হতো না।
মজার বিষয় হলো, নতুন ধর্মাবলম্বীদের অধিকাংশই তরুণ, যাঁদের বয়স ২০ থেকে ৩০ বছর। পরামর্শক প্রতিষ্ঠানে কর্মরত রাজা চৌধুরী বলেন, ‘বৌদ্ধধর্ম উগ্রবাদের বদলে একটি মধ্যম পথ অবলম্বন করে। আমার পেশাগত জীবনে এর একটি মূল্য আছে। নিজেকে স্থির রেখে কিভাবে ঝগড়াটে সহকর্মী বা উগ্র কর্মকর্তাদের সঙ্গে ভালো ব্যবহার করা যায়, তা আমি এখান থেকে শিখেছি।’ কিছুদিন আগে রাজ তাঁর স্ত্রী ও সন্তান থেকে আলাদা হয়ে গিয়েছিলেন। এ ব্যাপারে তিনি বলেন, ‘ধ্যানের মাধ্যমে আমি আমার ভেতরের সত্তাকে জাগিয়ে তুলতে সক্ষম হয়েছি। এরপর স্ত্রী ও সন্তানকে ফিরে পেয়েছি। এখন আমি একজন সুখী মানুষ।’
ভিক্ষুরা বলছেন, বৌদ্ধ দর্শনের প্রতি এত মানুষের আকর্ষণের পেছনে কাজ করছে বিভিন্ন চাপ, পেশাগত জীবনের ঝামেলা, পারিবারিক সম্পর্কের জটিলতা ও সমাজের সাথে তাল মিলিয়ে চলাসহ বেশ কিছু বিষয়। 
রাজ্যের সবচেয়ে বড় বৌদ্ধবিহার হলো মাহেন্দ্র হিলসের আনন্দ বৌদ্ধবিহার। এখানে প্রতিদিনই দর্শনার্থীদের সংখ্যা বাড়ছে। ছুটির দিনে তা অনেক গুণ বেড়ে যায়। এ কারণে বিহারে পরামর্শ দানকারী ভিক্ষুর সংখ্যা বাড়িয়ে দ্বিগুণ করা হয়েছে। 
আনন্দ বৌদ্ধবিহার ট্রাস্টের প্রতিষ্ঠাতা সভাপতি সংঘরক্ষিত মহাথেরো বলেন, ‘এখানে দর্শনার্থীরা তাঁদের পারিবারিক ও পেশাগত সমস্যা, সম্পর্ক নিয়ে জটিলতা, পড়াশোনায় ব্যর্থতা এবং দুর্বল স্বাস্থ্য নিয়ে আলোচনা করেন। এসব সমস্যা মোকাবিলায় তাঁরা কী করতে পারেন, তা আমাদের কাছে জানতে চান। তাঁদের সহায়তা করতে পেরে আমরা ধন্য।’
একটি টেলিকম কোম্পানিতে কাজ করেন রাজেশ সুঠারি। তিনি প্রায় এক বছর আগে ‘যুব বৌদ্ধ দল’ প্রতিষ্ঠা করেন। তিনি বলেন, ‘কীভাবে বৌদ্ধ ধর্ম পালন করতে হবে, অনেকেই তা আমাদের কাছে জানতে চান। বৌদ্ধধর্ম মেনে অনেক মানুষ এখন একটি স্থায়ী পেশাগত ও ব্যক্তিগত জীবন যাপন করতে পারছেন। অনেকেই তাঁদের আবেগকে নিয়ন্ত্রণ করতে পারছেন।’

আরব উপদ্বীপের দক্ষিণ-পূর্ব চতুর্থাংশে অবস্থিত মরু দেশ ওমান। মূল ভূখন্ডের শতকরা ৮০ ভাগেরও বেশি এলাকা মরুভূমিময় দেশে গত ৯ নভেম্বর ইতিহাসের প্রথম বারের মত অনুষ্ঠিত হলো বৌদ্ধদের দানশ্রেষ্ঠ শুভ কঠিন চীবর দানোৎসব।
এই মহতি অনুষ্ঠানের আয়োজন করেন ওমান বৌদ্ধ পরিষদ। অনুষ্ঠান অনুষ্ঠিত হয় ওমানের রাজধানী মাসকট এ অবস্থিত আল-মাসা হল প্রাঙ্গণে।প্রথমবারের মত অনুষ্ঠিত এই অনুষ্ঠানে ওমানে অবস্থানরত বাংলাদেশ, থাইল্যান্ড, শ্রীলংকা ও ভারতের হাজার হাজার বৌদ্ধ অংশগ্রহণ করে ওমানের বুকে বৌদ্ধ ধর্মের নতুরন ইতিহাস রচনা করে।
অনুষ্ঠানে থাইল্যান্ড, শ্রীলংকা ও ভারতের ভিক্ষু সংঘ পূণ্যময় অংশগ্রহণ করে অনুষ্ঠান সু-সম্পন্ন করেন।
অনুষ্ঠানে স্বাগত বক্তব্য রাখেন ওমান বৌদ্ধ পরিষদের সভাপতি প্রমতোষ চৌধুরী। অনুষ্ঠানে আরও বক্তব্য রাখেন সিন্টু বড়ুয়া, ঝুলন বড়ুয়া।
পঞ্চশীল প্রার্থনা করেন খোকন বড়ুয়া।
অনুষ্ঠান শেষে সাংগঠনিক সম্পাদক সিন্টু বড়ুয়া ও অন্যান্য সদস্যদের অংশগ্রহণে এক মনোমুগ্ধ বুদ্ধ কির্তন সন্ধ্যা অনুষ্ঠিত হয়।

ঢাকা: পররাষ্ট্রমন্ত্রী ডা. দীপু মনি বলেছেন, পরিকল্পনা করে রোহিঙ্গাদের বাংলাদেশের পাসপোর্ট দিয়ে বাংলাদেশের শ্রমের বাজার ধ্বংসের জন্য অনেক ষড়যন্ত্র চালানো হয়েছে। আমরা যেখানেই পরীক্ষা নিরীক্ষা করেছি যেখানেই রোহিঙ্গা পেয়েছি। তাদের পাসপোর্ট বাতিল করেছি। কাজেই এ সরকারের আমলে রোহিঙ্গাদের সঙ্গে আমাদের ভালো ব্যবহার করা সম্ভব নয়। সেটা চারদলীয় সরকারের সময়ে সম্ভব ছিল।

বৃহস্পতিবার জাতীয় সংসদের বৈঠকে ফজলে রাব্বী মিয়ার এক সম্পূরক প্রশ্নের জবাবে মন্ত্রী সংসদকে এ তথ্য জানান।
মন্ত্রী বলেন, “আমরা আমলাতান্ত্রিক বিভিন্ন বিষয় নিয়ে প্রায়ই কথা বলি। রাষ্ট্রদূত হিসেবে যারা কাজ করেন তারাও আমলা। তাই তাদের কাছ আমলাসুলভ আচরণের বাইরে আশা করতে পারি না। কিন্তু আমাদের দূতাবাসের কর্তকর্তারা আমাদের শ্রমিকদের সঙ্গে কথা বলার সময় অত্যন্ত আন্তরিকভাবে কাজ করেন। দূতাবাসে পদায়নের সময় আমরা সাধারণত যাদের আচরণে কোনো সমস্যা নেই, তাদের মিশনে দায়িত্ব দেই। তারপরও যদি কেউ কর্মকর্তাদের হয়রানির শিকার হয়, জানালে আমরা ব্যবস্থা নেব।”
তিনি আরো বলেন, “বর্তমান পদ্ধতির এমআরপি পাসপোর্ট দেয়ার ক্ষেত্রে কোনো সমস্যা হওয়ার কথা না। প্রথম পাসপোর্ট কিন্তু বাংলাদেশ থেকে নিতে হয়। নবায়ন হয়তো বিদেশে করা যায়।”
আওয়ামী লীগের এমপি আব্দুল মতিন খসরুর সম্পূরক এক প্রশ্নের জবাবে মন্ত্রী বলেন, “বর্তমান সরকার ক্ষমতায় এসে দূতাবাস মিশনের কর্মকর্তাদের বিভিন্ন ধরনের সুযোগ সুবিধা দেয়ার ফলে তাদের মধ্যে অতীতের যেকোনো সময়ের তুলনায় কর্মচাঞ্চল্য বেড়েছে। আমাদের কর্মকর্তারা মিশনে সপ্তাহে সাত দিনই কাজ করে।”
তিনি বলেন, “বিদেশে জনশক্তি প্রেরণ প্রক্রিয়ায় জড়িত কিছু অসাধু লোকের কারণে আমাদের শ্রমিকদের বিভিন্ন ধরনের সমস্যায় পড়তে হয়। বিদেশে আমাদের শ্রমিক যেমন অনেক। আবার তাদের পরিচালিত সংগঠনও অনেক। শ্রমিকদের সংগঠনে কর্তৃক আয়োজিত বিভিন্ন অনুষ্ঠানে মিশন কর্মকর্তারা না গেলে তারা মাইন্ড করে।”
ফজলুল আজিমের (নোয়াখালী-৬) প্রশ্নের জবাবে মন্ত্রী বলেন, “বাংলাদেশ-ভারত সীমান্তে ছিটমহল সংক্রান্ত বিষয়টি দীর্ঘদিনের একটি দ্বিপাক্ষিক সমস্যা। এটি আমাদের উত্তরাধিকার সূত্রে পাওয়া। ১০৭৪ সালে মুজিব-ইন্দিরা চুক্তি অনুযায়ী এ সমস্যা সমাধানের নির্দেশনা থাকলেও তা পরবর্তীতে বাস্তবায়িত হয়নি।”
তিনি বলেন, “ছিলমহলের মানুষেরা নাগরিক সুবিধা বঞ্চিত। তাদের সমস্যা সমাধানে সরকার ভারতের সঙ্গে আলোচনা অব্যাহত রেখেছে। ভারত কর্তৃক ইন্দিরা-মুজিব চুক্তি ও এলবিএ-১৯৭৪ অনুসমর্থনের পর আশা করা যায় শিগগিরই ছিটমহল বিনিময়ের কাজ শুরু করা যাবে। যাতে সমস্যাটির সমাধান হবে।”

Weak animals fall prey to strong ones in the wilderness as big fishes eat up small ones in the pond. Animal world evolves around the subjugation of the weak but this tendency is heartrending if practiced in human world. Recently, some incidents of atrocities have made me disappointed. In our neighbouring country Myanmar, Rakhaines are inflicting grievous violence against Muslim Rohingyas. In Assam, majority Hindus are acting violently against the minority Muslims. Bangladesh is reputed as a secular and progressive country. However, the recent violence against the Buddhist community is a mark of shame on our forehead. These incidents are creating impediment to the process of socio-economic advancement and world peace. When human beings forget their basic identity as humans and confine themselves to particular religious or cultural identities, then their world becomes limited and their senses suffer in a narrow sphere. Present world is witnessing fundamentalism, misinterpretation of religion, which is causing anarchy in the world. But extremism in any form can't ever bring harmony and peace. Irrespective of race, culture and religion, our identity as humans can lead us towards a world of equality and peace.

'Bangladesh has worst civil justice'

New York, Nov 29 (bdnews24.com)—A report published by an international organisation said Bangladesh's civil justice system is the worst in the world. 

The 'Rule of Law Index 2012' published on Wednesday by the World Justice Project (WJP) said the country fared poorly in the eight areas including civil justice system that may influence establishment of rule of law. 

The WJP Rule of Law Index is a quantitative assessment tool designed to offer a comprehensive picture of the extent to which countries adhere to the rule of law, not in theory, but in practice. 

Bangladesh faces serious challenges in the dimensions of civil justice mainly because of the lengthy duration of cases and judicial corruption, the report said. 

In its third report, the organisation said, Bangladesh stands at 87th position in limited government powers, 89th in absence of corruption, 72nd in order and security, 87th in fundamental rights, 89th in open government, 90th in regulatory enforcement, 97th in civil justice and 83rd in criminal justice. 

The country scores poorly in government accountability and administrative agencies and courts are extremely inefficient and corrupt, the report said. 

The Washington-based organisation also identified human rights violations and police abuses as significant problems in Bangladesh. 

The report, however, said Bangladesh's best performance is in the area of order and security, where it ranks 72nd globally and ninth among low-income countries. 

The country has lower crime rates than many countries with higher levels of economic development, although mob justice is a persistent problem, it added. 

The WJP Rule of Law Index 2012 was prepared based on more than 400 variables drawn from the assessments of more than 97,000 people and 2,500 local experts in 97 countries and jurisdictions. 

The report said Sri Lanka was in a leading role among the south Asian nations. 

The organisation's founder William H Neukom said it is a big challenge for countries to achieve success in establishing the rule of law. 

He said every country had made progress to some extent in the fields and added that the index was not intended to show the countries down. Rather, the index intended at leading the countries to the path of correction.
