Your Excellency,

       This is an appeal to you as the Buddhist monks from Bangladesh, Who are studying in various Universities and the educational institutes in Thailand.

      We, on behalf of all the Bangladeshi Buddhist Monks living in Thailand, would like to extend our humble request to protect extreme atrocity upon Bangladeshi Buddhist communities by Islamic fundamentalists with the regard of the present Communal Violence in Cox's Bazar District, Ramu, Ukhiya, Teknaf, Patiya, Chittagong district and all over the country. On 29^th to 30^th September 2012, Muslims protesters have attacked Buddhist Monasteries and villages in above mentioned areas. According to our families, relatives, some Buddhist organizations in Bangladesh and BD24.com News, BBC News, CNN, Bangkok post and other popular News papers media, Muslims have been brutally firing, smashing and attacking the minority Buddhists in Bangladesh. The victims have added that their possessions have been stolen before their homes were destroyed. They are rampaging through Buddhist neighborhoods, smashing statues, burning down many monasteries, attacking many Buddhist houses and looting precious properties. The violence is spreading to the outskirts of the port city of Chittagong, where a Hindu temple was also attacked.

This is one of the worst religious attacks in Bangladesh history. The assailants set fire to more than 21 Buddhist Monasteries and 75 houses including the shops and business centers. Monasteries have been seriously damaged in the hateful attack and killed 7 people, including a Buddhist novice and a Buddhist monk seriously wounded. A 100-feet length under-construction Buddha statues and sculptures was also ravaged in Bimukti Bidarshan meditation Centre in the above mentioned locality. 

            The extreme torching and outraging are spreading all over the country but the security administration department cannot bring the situation under control on time. Due to all the brutal assassins, we are anxious about our families, relatives, friends, religion and peace of the nation.

The minor groups such as Buddhist, Christian and Hindu who live in plane districts are passing their days with the fear of being killed by Muslim extremists in Bangladesh. Especially Buddhist community is suffering due to barbarous communal attack and atrocity carried out by the Muslim extremists in Bangladesh. They are seriously disappointed and frustrated for this ongoing situation. Thousands of peoples were displaced from their own residence and they fled in the jungle to save their lives. These types of unexpected human right violations have been being committed on Buddhist community by the Muslim extremists all over the country in Bangladesh.

            Therefore, we humbly request to the concerned authority to take a pragmatic step to protect extreme atrocity upon Bangladeshi Buddhist communities by Islamic fundamentalists.

We all Buddhist monks and novices studying in various Universities and educational centers in Thailand would like to make an appeal to draw your kind attention to stop the series of terrific violence attack on Buddhist community that continuously being committed by the Muslim extremists in different parts of Bangladesh.

      We would like to kindly request to the ambassador of Bangladesh in Thailand to send this memorandum to the prime minister of Bangladesh so that the necessary steps could be taken against the human right violation on Buddhist community in Bangladesh. We consider that it is our duty to seek your sympathetic support to prevent these types of brutalities and atrocities on the Buddhist community in Bangladesh. Hereby, we are making an appeal for taking immediate actions and demand exemplary punishment for the Muslim extremists who unrest entire country.

   Hill people and Bengali settlers joined in a peace procession in Rangamati on Tuesday as tension was easing after Saturday’s violence in the town.
   
   A citizens’ protest rally in Dhaka on the day also called for immediate arrest and exemplary punishment of the people who had orchestrated the trouble in the hill town that left scores injured and dozens of households and vehicles burnt and damaged.
   
   The district administration organised the procession which started from the premises of Rangamati municipality office and ended at the deputy commissioner’s office. State minister for Chittagong Hill Tracts affairs, Dipankar Talukder, Chakma circle chief Devashish Roy, Parbatya Chattagram Jana Sanghati Samiti vice-president Ushatan Talukder and district BNP president Dipen Dewan joined the march, reports the correspondent in Rangamati.
   
   But no representatives from organisations of Bengali settlers took part in the peace march. The marchers carried banners and festoons inscribed with appeals for peace and harmony.
   
   After the procession, a special review meeting on law and order was held at the deputy commissioner’s office. CHT affairs state minister Dipankar Talukder, Rangamati region army commander Brigadier General Sarwar Hossain, Chakma circle chief Devashish Roy and PCJSS leader Ushatan Talukder attended the meeting.
   
   Dipankar at the meeting accused a ‘vested quarter’ for the violence and said that peace would not return to the hills until extortion was stopped and illegal weapons recovered. He called for a political consensus for preventing recurrence of sectarian violence.
   
   Devashish asked the administration to bring to book those who roamed around the town brandishing weapons and trying to incite communal hatred. He demanded a judicial inquiry into Saturday’s violence and punishment to the perpetrators – be they Bengali settlers or hill people. Ushatan said such violence resulted from non-implementation of the 1997 CHT accord. ‘The problems are political and they need to be dealt with politically,’ he said.
   
   The district administration on Monday evening lifted section 144 that had been imposed following the clashes, which broke out between hill people and Bangali settlers on the Rangamati Government College campus on Saturday morning.
   
   The rally in Dhaka called for trial of perpetrators of Rangamati violence. Speakers at the rally said the violence was premeditated and demanded compensation for the victims of the communal trouble that began on Saturday morning and continued into Sunday night despite imposition of section 144.
   
   Gana Oikya convener Pankaj Bhattachariya said the way the violence had spread, and the way the administration and the security agencies dealt with it, clearly indicated that it was premeditated with ill motives.
   
   Shaktipada Tripura, organising secretary of the Parbatya Chattagram Jana Sanghati Samiti, said, ‘A vested quarter is trying to destabilise the situation in Rangamati as well as other hill districts by inciting communal hatred and Saturday’s incident was a part of that conspiracy.’
   
   Dhaka Univeristy history teacher Mesbah Kamal said the violence was in no way an isolated incident; similar attacks were continuing. He urged the government to execute the CHT accord immediately.
   
   Presided over by Jatiya Adivasi Parishad president Rabindranath Saren, the rally was addressed by Communist Party of Bangladesh presidium member Haider Akbar Khan Rono, Workers’ Party general secretary Anisur Rahman Mallik, Samyabadi Dal presidium member Shahab Uddin and Bangladesh Communist Kendra leader Asit Baran Roy.

What happened in Ramu and some other areas in Chittagong must be condemned in the strongest possible terms. The outrage that was created by people burning down Buddhist temples and houses belies the long tradition of harmonious and peaceful coexistence between people of various creeds in Bangladesh. Religious tolerance and peaceful coexistence are not only an article of our people it is also enshrined in the Constitution of Bangladesh.

The regrettable incident has struck at the very ethos and the underlying essence of our long religio-cultural tradition. Whatever may have been the causative factor, the violent reaction seems to have been very well orchestrated. We believe that those who believe in the fundamental message of Islam would have exercised more temperance in addressing an issue centering on an anti-Islam picture on Facebook.

We would not be remiss in suggesting that, given that Rangamati episode being still fresh in our minds, the incidents should have been anticipated in areas with concentration of ethnic and religious minorities, and preempted by the law enforcing agencies. We cannot put it past the agent provocateurs to jump at the slightest opportunity to exploit the sentiments of the people for their ultimate ends. And this is where the saner elements of the society must come together cutting across religious or party lines to thwart the design of the troublemakers.

We are hearing different allegations being aired by different quarters, which we hope would be either confirmed or disproved after inquiry. What however, we find regrettable is the fact that the two parties have chosen to launch broadsides on each other accusing of complicity in the matter. It is regrettable that the Home minister would find it appropriate to hurl allegations even before the enquiry has started against the local MP who belongs to the BNP. On the other hand accusations made by the leader of the opposition based on hearsay that the ruling party elements were at the forefront of the attacks is equally unwarranted. Will these help an objective inquiry?

We must impress upon the need for and quick and objective inquiry to identify the perpetrators, who must be given the harshest punishment, as well as the role of the local leaders to stop the situation from deteriorating.

We express our unequivocal condemnation of the incident.
